A partnership programme for the Ukraine

Vivid relationships with the neighbour at the Black Sea

It is the biggest territorial state of Europe, scenically attractive, but economically burdened by the difficult transformative process and the long-term consequences of the Maximum Credible Accident of the reactor in Chernobyl: Already the Ukraine has many friends in more than 350 German – Ukrainian partnership initiatives. But the committed help from person to person could be helped by a strong network: Educational building blocks, a dialogue of its protagonists, reliable structures. The International Association for Education and Exchange Dortmund (IBB) agitates itself, together with famous experts of the Ukraine, for a partnership programme. The idea was discussed intensively in the forefront and was realised as a concept in February 2007 for the first time. More than 350 German-Ukrainian initiatives hope for a success of the projects. Why a partnership programme?

The „Orange Revolution“of autumn 2004 was in particular a success of the Ukrainian civil society. Thousand of people committed themselves in non-violent protests lasting for weeks, so that their right for free elections was acclaimed. However, the Ukrainian civil society missed the ability to a large extent to take over the function of a lasting control and exercise of influence on the new political power structures and thus help to consolidate the political process of democratisation. The political field was left vastly to the power struggles of the political clans in 2005. The disappointment of the population over the real outcomes of the politics of President Viktor Juschtschenko and the failure of the post-orange coalition afflicted the outcomes of the parliamentary election in March 2006, out of which the main opponent Viktor Janukowitsch came out as the victor. The lasting power struggles from time to time hinder the political process. The acknowledgement of democratic structures and the cooperation with European structures counts as a basic political consensus of the political elites.

Learning in dialogue: a systematic exchange of experiences enables questions to be answered quickly and unbureaucraticly in the running process.

The principal of funding in the partnership

The composition of the civil society in the Ukraine is still in its children’s shoes. Indeed there are many good approaches. But the practical work shows that a systematic exchange of experiences is missing. There is a huge need in the Ukraine to professionalise the present help structures. A partnership programme developed by the IBB could add to the following primary areas of work and bring forth strong impulses in content:

• Education
• Social matters
• Ecological renewable and energy sufficiency
• Boosting smaller and medium size enterprises

The IBB has on the Ukrainian side the Alexander Feldman foundation as a partner on its side.

The distinct advantage of the partnership programme

There already is an exchange of experience of the committed initiatives: As yet, the Friedrich-Ebert foundation has organized annually conferences. But annual conferences cannot generate systematic approaches. Other than a partnership programme: It could help single projects of the initiatives and moderate the dialogue and exchange of experience. With comparatively smaller funds a partnership programme starts an impulse from below and reaches its actors directly.
